The San Remo Manual on International Law Applicable to Armed Conflicts at Sea (1994) is a central document offering authoritative guidance on the lawful conduct of hostilities at sea. Yet\, the maritime battlespace has changed and is changing. The rise of AI\, autonomous systems\, cyber warfare\, precision weaponry\, and hybrid threats and non-state actors has reshaped the nature of naval conflict. These developments challenge the foundation of the San Remo Manual and prompt an assessment of its relevance. As naval doctrines adapt to emerging realities\, so must the legal frameworks governing Reviewing the Manual’s applicability in light of 21st-century threats is both timely and essential to ensure international maritime law remains responsive\, relevant and fit for purpose in today’s complex conflict environment.

SUMMARY:IMO’s Net-Zero Framework under MARPOL Annex VI: Pakistan’s Commitment and Way Forward
DESCRIPTION:The International Maritime Organization (IMO) has recently adopted a binding Net-Zero Regulatory Framework to align global shipping with global climate goals. Approved at MEPC 83 in April 2025\, this framework introduces two key mechanisms: a Global GHG Fuel Standard (GFS) to reduce fuel lifecycle emissions\, and a Market-Based Mechanism (MBM) that will place a carbon price on maritime emissions by 2027. These measures\, to be enforced under Annex VI of the MARPOL Convention\, will reshape global trade and shipping dynamics. \nFor Pakistan\, which has not ratified the Annex VI\, the implications are both challenging and urgent. With a lack of formal compliance architecture or integrated maritime GHG inventory\, the national fleet must transition to low-emission fuels and ports must modernize to accommodate clean fuel bunkering. Additionally\, rising carbon costs could impact the competitiveness of Pakistan’s exports unless logistics chains are decarbonized. \nIn this background\, NIMA is bringing together key stakeholders to assess institutional readiness for MARPOL Annex VI\, explore opportunities for green financing and technology transfer\, and evaluate how Pakistan can engage in the IMO’s emerging carbon markets.
