This paper examined the effectiveness of the amendments in the policy document and the State Bank’s financing rules in terms of trickle-down effects to public and private sector at large. This study has identified that the revised policy and legal framework (Merchant Shipping Ordinance 2001 and Ship Registry Rules 2002) have several issues due to which active engagement of private sector couldn’t be achieved and always remained a big challenge for shipping sector of Pakistan.
