Concept Note

The Indian Ocean Region (IOR) faces numerous traditional and non-traditional security threats, presenting a turbulent landscape for its stakeholders. Strategic competition, regional conflicts, and the proliferation of non-state actors, including those involved in narco-trafficking, human smuggling, and piracy, contribute to the region’s complexity. Concurrently, increasing exploitation of ocean resources has resulted in the degradation of marine ecosystems, further exacerbated by climate change. Emerging challenges, such as the use of unmanned and AI-enabled systems and the rising threat of cyberattacks on maritime interests, demand an urgent response. Addressing these issues is imperative for ensuring maritime security, which is critical for economic development and global trade. The AMAN Dialogue 2025 provides a platform for fostering collaboration and exploring sustainable solutions to these pressing challenges, aiming to secure a stable and prosperous maritime future.
