President NIMA, Vice Admiral Ahmed Saeed HI(M), called on Ambassador of Turkiye H E Irfan Neziroglu. The meeting remained focused on identifying greater avenues for enhancing maritime cooperation between NIMA and Turkish maritime think tanks & related institutions. It included conducting joint research and conferences on changing dynamics of maritime security, Ship Recycling Industry, tourism, sea transportation, fisheries, etc.
H E expressed his gratitude on successful conduct of Ex Aman & Aman Dialogue 25. He also assured full participation from Turkish defence related firms in the upcoming PIMEC-25 in Nov.
Upon conclusion, pleasantries were exchanged.

The Ministry of Maritime Affairs, Pakistan conducted a workshop on the 'National Maritime Policy 25' at the Marriott Hotel in Islamabad on 28 Feb 25. The event aimed to discuss and finalize the national maritime policy, which will play a crucial role in shaping the country's maritime future. Minister of Maritime Affairs, Qaiser Sheikh, graced the occasion as the chief guest.
President, National Institute of Maritime Affairs (NIMA), Vice Admiral Ahmed Saeed (Retired) was among the distinguished panelists who shared their valuable insights on the policy. The workshop provided a platform for stakeholders to engage in meaningful discussions and contribute to the development of a comprehensive national maritime policy. The policy is likely to be finalised in the next 2 to 3 months.

Sher Afzal Khan Babar, Advocate High Court and Research Associate at NIMA, set up a stall to showcase NIMA publications at the main venue of the 3rd International Maritime Conference organized at Minhaj University Lahore. It attracted a large number of visitors who explored NIMA's publications and gained valuable insights into the institute's research activities. It also fostered greater awareness and engagement among conference attendees.

NIMA-K participated at the MITE CONNECT: Career Counselling Clinic and Job Fair 2025. The event was graced by Chief Guest Former Senator Khushbakht Shujaat. Other participants included various sectors such as J., Indus Hospital, Lucky Power, Bonanza, EFU, Academia etc. NIMA team provided counseling to the students to engage themselves in the maritime sector of the country. The NIMA stall received great outreach especially from curious students and industry representatives. This event helped in promoting NIMA's presence amongst the various industries.

Engr. Dr. Basharat Hasan Bashir, Ph.D (Alternative Energy), Environmental pollution control and sustainable development specialist visited the National Institute of Maritime Affairs (NIMA) on 25 Feb 25 and met with Vice Admiral Ahmed Saeed (Retired) President of NIMA.
The visitor was given a comprehensive presentation about the role of NIMA, highlighting its contributions to maritime research, policy development, and education. The presentation was followed by an engaging discussion on sustainable development goals, the importance of blue economy and eco-friendly maritime practices. A team from the National Institute of Maritime Affairs (NIMA) Islamabad, led by Cdre Khalid Rasheed (Retd), Director of NIMA, visited the Gulmohar Campus of Headstart School. During the visit, Director NIMA delivered a comprehensive presentation to the students, providing them with an in-depth understanding of NIMA's roles and responsibilities. He also emphasized the significance of maritime awareness and its impact on Pakistan's economy and security.
The session was followed by an interactive question answer session.
The visit concluded with a gesture of appreciation, as NIMA presented souvenirs to the school, serving as a token of gratitude for the warm hospitality and engaging interaction with the students.

The Model United Nations Edition-VI (MUN-VI) was successfully hosted by Sanghar Cadet College from Feb 12-14, 2025. This prestigious event drew 310 delegates from six esteemed institutions: Cadet College Petaro, Cadet College Ormara, SST Public School Rashidabad, Bakhtawar Cadet College for Girls, Hayat Girls College Hyderabad, and the host institution, Cadet College Sanghar.
Vice Admiral Ahmed Saeed HI(M) graced the occasion as the Chief Guest on the closing day, Feb 14. He was received by Commodore Zeeshan Ali SI(M), Commandant/Principal of CCS. Following the guard of honour and staff introductions, the Chief Guest took a tour of the college facilities.
The Closing Ceremony of MUN-VI took place in the College Auditorium, where the Chief Guest awarded certificates and shields to the winning delegates. In his address, he praised the high-quality debates held during each session, particularly highlighting the active participation of female delegates. Additionally, he shared insights into Pakistan's Blue Economy potential. The event was also attended by notable figures from the area.

National Institute of Maritime Affairs (NIMA) & Millennium Institute of Technology & Entrepreneurship (MITE) MoU Signing ceremony was held on 12 Feb 25 at MITE campus Karachi. The MoU enshrined collaborative research work in Maritime related sectors, i.e., Blue Economy initiatives, Ship Recycling, innovative & sustainable industrial solutions, eco-tourism, etc.
Vice Admiral Ahmed Saeed HI(M) Retd, President NIMA, and Dr Huma Baqai, Rector of MITE, signed the documents. The Admiral also delivered a pep talk to students on Blue Economy, followed by interactive sessions to create more awareness on the subject.

Karachi: NIMA-K organized and conducted a seminar on Kashmir Solidarity Day. Dr. Mah-e-Darakhsan, Principal & Associate Dean of the Humanities & Social Sciences School at Bahria University Karachi Campus (BUKC) was the chief guest for the event. Faculty members of BUKC; Sr. Associate Prof. Mr. M. Aamir Sultan and Assistant Prof. Dr. Sidra Ahmed shed light on the historical perspective and the critical issues facing IIOJK. Brig (Retd) Haris Nawaz (Former Interior Minister of Sindh) also joined the event as a guest speaker.
All the speakers highlighted the importance of this and the need to promote Kashmir issue at all international levels for the just resolution of the Kashmir issue in light of the UN Resolution. The need for Pakistan to exhibit as a right choice for the Kashmir was also emphasized.

The discussion focused on strengthening maritime awareness and fostering research collaborations between NIMA and universities.
Chairman HEC, Prof. Dr. Mukhtar Ahmed stressed the importance of organizing a conference to explore potential linkages between NIMA and universities and assured his support in facilitating the event. The meeting also highlighted the value of establishing connections with maritime nations for joint research projects and conferences.
The meeting concluded with Vice Admiral Ahmed Saeed expressing his gratitude to Chairman HEC for the productive discussion, and the two dignitaries exchanged pleasantries.

A two-member delegation from the UK High Commission, led by Second Secretary for Trade and Development Ms. Zubeida Khatun and Naval & Air Advisor Captain Iain, visited the NIMA-K. The delegation was briefed on NIMA’s extensive research and engagement activities across the maritime domain. Potential areas of collaboration, including UK’s investment in aquaculture, development of 'Green Port Terminals,' and transshipment hubs. The delegation was briefed about the consultancy activities of NIMA and extended its services for any UK based organizations; public or private, and opportunities for academic partnerships with maritime-focused institutions in the UK. Both sides emphasized the need for enhanced collaboration between the two maritime nations at all levels.

The National Institute of Maritime Affairs (NIMA) has partnered with the Center for Law and Security (CLAS) to carry out research on maritime security, Blue Economy initiatives, and international maritime law. This collaboration was formalized through a Memorandum of Understanding (MoU) signed at The Millennium Universal College (TMUC) in Islamabad
Vice Admiral Ahmed Saeed, President of NIMA, and Sardar Masood Khan, President of CLAS, inked the agreement amidst distinguished guests and researchers. Dr. Faisal Mushtaq TI expressed optimism that this partnership would foster focused research, knowledge sharing, and policy formulation, ultimately promoting Pakistan's maritime interests.

A heartfelt farewell was extended to Cdr Mirza Arsalan Baig by Director NIMA(K) and all NIMA researchers at Karachi. He served in the Pakistan Navy for 29 remarkable years, and spent the last 8 months of his service at NIMA-K as Deputy Director (Admin). Under Cdr Arsalan, projects were led which includes research initiatives, international & national conferences, and seminars. The NIMA team extends their best wishes to him for his future endeavors.

Pakistan Navy is holding its biannual event AMAN Exercise 2025 in 7-11 Feb 25. This year the panicle of the AMAN Exercise is the holding of AMAN Dialogue 2025 in which Global Maritime Leadership, Practitioners, Academics and Industrialist will deliberate strategies to meet the common challenges in Maritime domain with the theme “Secure Seas – Prosperous Future”. The National Institute of Maritime Affairs (NIMA) being the cohost, held a curtain raiser, offering a comprehensive overview of its objectives and significance. Dr. Baber Bilal Haider, VP NIMA shared the purpose of the Dialogue and underscored the importance of holding such event.
On the occasion, NIMA unveiled AMAN Dialogue logo which depicts a new dawn of hope and collaborative progress, lighting the path toward a secure and prosperous maritime future. It also shows the importance of Navies’ crucial role in protecting sea lanes, emphasizing peaceful coexistence, healthy ecosystems & shared responsibility. The main theme of logo is to propagate necessity of fostering a secure & prosperous future. While taking the questions, Vice Admiral Ahmed Saeed, President NIMA, emphasized the importance of strengthening maritime partnerships and advancing sustainable development, while also highlighting the media's pivotal role in disseminating the Dialogue's message to broader audiences. The event concluded with a ‘vote of thanks’. The event was well attended by representatives of academia & media community including print, electronic and social media.

President NIMA visited the National University of Modern Languages (NUML) in Islamabad and met with Rector Maj Gen Shahid Kiyani. As an alumnus of NUML's French Department, the President shared fond memories of his time at the university.
The meeting led to a proposal for NIMA and NUML to collaborate on promoting Pakistan's maritime potential through academic interactions. This initiative aims to raise awareness about the country's maritime opportunities and strengthen bilateral cooperation between the two institutions. To achieve this, both sides plan to develop a roadmap outlining future collaborative efforts.

During the discussions, various topics, including Pakistan's constitutional history and its importance for maritime governance, were dailated upon. Being a seasoned parliamentarian and a lawyer, Mr Kasuri's insights and experiences brought a unique perspective to the discussions.including signing of the Memorandum of Understanding (MoU) between both the institutes. The meeting also aimed to further enhance the existing cooperation between the two institutions, creating new opportunities for mutual benefit and knowledge sharing in the maritime domain.

National Institute of Maritime Affairs (NIMA) participated in The Investor Conference on Contract Shrimp Farming, hosted by the Fisheries Development Board (FDB) and Food and Agriculture Organization (FAO) in Karachi. The event united the key stakeholders to explore shrimp farming's immense potential in Punjab and Sindh. Dr. M. Junaid Wattoo highlighted the economic impact of shrimp farming, while Ms. Florence Lik, DG MFD, presented compliance frameworks for global standards. President NIMA Vice Admiral Ahmed Saeed HI(M) delivered a compelling keynote on growth opportunities, underscoring NIMA's critical role in policy support and capacity building. With global insights from Dr. Kanwar Javaid Iqbal of FAO and engaging discussions, the conference was well attended and proved to be a valuable discourse for sustainable aquaculture development in Pakistan

A delegation headed by Ambassador Masood Khan, President of the TMUC Higher Education Group, visited NIMA. The visit was aimed to explore opportunities for mutual collaboration between TMUC's Centre of Law & Security (CLAS), other institutions, and NIMA.
President NIMA's extended warm welcome; it was followed by a brief on NIMA roles & functioning. Amb Khan expressed his appreciation on NIMA's achievements and quality of research work being produced at the national and international level. Through discussion, it was mutually identified that the common ground exists with shared interest to foster our collaboration in research, training, seminars, etc. The meeting concluded with the presentation of mementoes to the dignitaries.

The community led the prayer and pledged to play its role in fostering unity, peace & prosperity in the country. The ceremony was aimed at spreading cheers and strengthening bonds of togetherness.

10th Board of Advisors (BoA) meeting of the National Institute of Maritime Affairs (NIMA) was held at its Head Office, Islamabad. Chairman NIMA BoA, Admiral Muhammad Zakaullah NI(M), Former CNS chaired the meeting, while the board members were in attendance (in person & online).
Vice Admiral Ahmed Saeed HI(M), President NIMA welcomed the participants and shed light on NIMA’s contributions. He also gave gist of 2024 emerging trends in geopolitics, global economy and strategic maritime environment. Moreover, a snapshot of major research activities and future undertakings was also presented in the meeting by Cdre Khalid Rashid SI(M), Director NIMA (Islamabad).
Board Members gave valuable inputs on various agenda items. Detailed discussions took place on policy matters related to the maritime policy, ports & harbors, shipping, ship recycling industry, maritime tourism, offshore hydrocarbon and mineral exploration, fisheries & aquaculture, climate change, maritime pollution, biodiversity, emerging AI technologies in maritime and sustainable use of ocean resources.
In his closing remarks, the Chair expressed his gratitude for the valuable insights and suggestions shared by the distinguished participants. He shared his vision about NIMA to become a prominent maritime think tank at international level and urged all to collaborate in achieving this mission. He commended the NIMA team and researchers for their remarkable efforts and acknowledged the significant progress achieved by the institution.

A delegation from the Chinese Embassy in Islamabad visited NIMA to exchange views on ongoing research activities and explore potential areas for collaboration.
The delegation, led by Senior Captain Wan Hongjun, Naval Attaché, and Colonel Li Dawei, Secretary to the Defense Attaché, engaged in discussions focused on NMA’s research in Indian Ocean regional politics, geo-strategy and policy, maritime strategy, and related fields.
Both parties shared insights on issues of mutual interest and expressed a strong commitment to enhancing bilateral cooperation through future collaborative initiatives.

The CRIMA think tank of Minhaj University organized a seminar to commemorate the heroics of the valiant crew of Submarine Hangor during the 1971 war.
On the invitation of Prof. Dr. Sajid Mehmood Shahzad, Vice Chancellor of Minhaj University Lahore, President of NIMA was invited as the Chief Guest. While addressing the audience, he recounted the sequence of events in the 1971 war across the Eastern and Western naval theatres. He reflected on the unparalleled courage of the war heroes and the sacrifices of their families. He also highlighted defining moments, such as the unfortunate incident of Submarine Ghazi, among others. He paid a rich tribute to their everlasting legacy and emphasized the enduring lessons of resilience and bravery.
His speech inspired university students to uphold the values of patriotism, hard work, and unwavering dedication to the cause. The event rejuvenated the spirit of Hangor Day and underscored its significance in the nation’s history.

President NIMA Vice Adm Ahmed Saeed HI(M) shared his thoughts on "Evolving Security Architecture in the Indian Ocean Region" at a conference organised by MCE-CISS, on the overall theme of "Shifting Tides: Strategic Realignments in the Indian Ocean Region," at Pakistan Navy War College, Lahore. The President highlighted critical challenges, especially in the non-traditional realm; the related risks & initiatives that are shaping the region's maritime security architecture.
Various eminent speakers including Gen Z M Hayat, Lt. Gen K A Kidwai, Amb. Aizaz, & Dr. Moeed Yousuf enlightened the audience. The conference was well attended by a large number of diplomats, maritime community, academia, think tanks, & university students.

Mr. Nicolas Lambert, Head of the International Committee of the Red Cross (ICRC) Delegation in Pakistan, paid a farewell visit to Vice Admiral (Retd) Ahmed Saeed HI(M), President NIMA.
During the meeting, President NIMA thanked Mr. Lambert for his invaluable efforts in fostering a strong partnership through the MoU signed earlier this year. The collaboration between NIMA and the ICRC has significantly advanced awareness of maritime governance, legal education, and the integration of humanitarian principles to protect innocent lives and dignity at sea.

The farewell concluded with mutual appreciation and optimism for continued cooperation between NIMA and the ICRC.

NIMA held a special observance day to recount events leading to the separation of East Pakistan. The Researchers presented their analysis and lesson learnt. Highlighted the importance of national cohesion, political dialogue, and developing greater respect for diverse cultures & ethnicities at the national level. Despite this painful tragedy, narrated the unmatched sacrifices and dedication of the armed forces, who bravely fought even in the face of great adversity. Sea battle events of Submarine Hangor and Ghazi were recounted.
Unfortunate incident of APS was also remembered. In the end, offered Fateha for all Shuhadas.

Ms. Kiran Afzal, Senior Private Sector Specialist at the World Bank and Ms. Sadaf Khalid Khan from the Walnut Travel Tours Consultancy (WTTC) visited NIMA. The dignitaries were briefed about NIMA’s functioning.
Areas of mutual cooperation were discussed, particularly, leveraging Pakistan’s maritime potential to promote sustainable tourism, Aquaculture, and food security. Also focused on enhancing the socio-economic development of coastal communities of Pakistan, particularly the women.

President NIMA, in his address, highlighted the significance of the Blue Economy, its potential, and why it is criticality important to integrate it into our national economy. Also highlighted the SDG-14's relevance to the overall objectives of this meet.
Mr Ikram Sehgal, the Chief Host, spoke on the true potential of Pakistan, i.e., our youth. He urged them to be proud of being a blessed Pakistani and put in all-out efforts to make the country a great in times to come.

Cdre Raheel Masood (Retired) and Commander Anees Muhammad Khan (Retired), both senior researchers of national institute of Maritime Affairs Islamabad visited Japan International Cooperation Association (JICA) on 11 Dec 24.
Matters pertaining to NIMA efforts in furthering maritime awareness particularly in the field of addressing environmental degradation in ship recycling industry in Gadani with respect to the IMO HKC 2009 implementation of safe practices and health care improvement were discussed. Further, coastal developmental projects, aquaculture and consideration of hazardous identification and disposal facilities by JICA were discussed.

NIMA organized a Roundtable Conference titled “US-China Maritime Competition in the Indian Ocean Region Under the Trump Administration and Options for Pakistan” to proffer policy guidelines to relevant stakeholders.
Senator Mushahid Hussain Sayed was the Chief Guest, whereas Vice Admiral Khan Hasham bin Siddique presented the Keynote. Dr. Baber Bilal, Vice President of NIMA welcomed the guests and gave an overview of the conference. Vice Admiral Ahmed Saeed, President of NIMA moderated the session. Maritime experts, diplomats, policymakers, government officials, academia, think tanks and university students actively participated in the discussion.

Mr. Khalid Rashid, Director NIMA (Islamabad), delivered a presentation titled "Degradation of Indus Delta: Impacts on Livelihoods" at the 4th Winter School on Maritime Affairs (WSMA) 2024 organized by Centre of Research and Innovation in Maritime affairs - CRIMA at Minhaj University Lahore.
Focusing on the overarching theme, "Loss of Livelihood Due to Maritime Resource Depletion " he emphasized on how the degradation of the Indus Delta has disrupted the ecosystem, leading to loss of livelihoods for communities reliant on its resources.

He delivered an insightful presentation titled "Scientific and Sustainable Solutions to Combat Biofouling in Cooling Circuits of Coastal Industries." He also delivered a welcome address as one of the co-chairs, underscoring NIMA's and Pakistan's pivotal role in collaboration with China for shared learning, enabling scholars from both countries to showcase their research talent, gain international exposure, and contribute to the best practices in marine technology.

Director NIMA-K, along with researchers, participated in the 2nd workshop on the refurbishment of the Pakistan Shipping Policy (PSP) 2024, organized by the Ministry of Maritime Affairs (MoMA). The aim of the workshop is to replace the 2001 Merchant Marine Policy to revitalize Pakistan's shipbuilding and ship recycling sectors in line with international regulations. The new policy will also encourage shipping activities through various incentives and initiatives.
As a stakeholder, NIMA provided recommendations to help shape the policy, with a focus on maximizing the potential of Pakistan's economic growth through the shipping, shipbuilding, and ship recycling sectors and salary incentives of Pakistani-flag vessels seafarers.

Mr. Ahmed Fasih, Joint Secretary of the WTO Wing/NTTFC from the Ministry of Commerce, visited the National Institute of Maritime Affairs (NIMA) to discuss avenues
for mutual collaboration. During the meeting, matters on transit trade & transhipment policies, the development of the aquaculture in parallel with fishery sector, tariff-related issues concerning the ship recycling industry, and making comparative custom-related polices to facilitate the processing of
fish catch from international waters at Gwadar Port were deliberated. It was agreed that these matters would be further pursued in the subsequent meetings to crystalize the outcome at the government police level.

Participants were briefed on NIMA’s roles & functions. Briefed on initiatives, including various projects that NIMA has undertaken.
Discussions centred on key themes such as the maritime economy’s contribution to international GDP, the significance of maritime tourism in global tourism, and the role of ports and shipping in strengthening national maritime economies, other points included the importance of the ship construction and recycling industries, challenges and opportunities for developing nations transitioning from maritime to blue economies, and the growing business potential of aquaculture over mariculture, opportunities for Pakistan.

NIMA hosted a seminar on “Blue Transformation in Action – Sustainable Fisheries and Aquaculture for a Resilient Future” to mark World Fisheries Day 2024. Dr. Jamil Hasan Kazmi, Vice Chancellor, Fatimiyah International University, graced the event as Chief Guest.
The event was held at Fatima Jinnah Hall, Bahria University Karachi Campus. The seminar brought together experts, researchers, and representatives from fishing communities to discuss sustainable fishing practices, climate change challenges, ecosystem-based fisheries management, and aquaculture.

The Second TWG Meeting on the Balochistan Fisheries Policy and Bill was held at the FAO Office, Quetta, showcased the critical contributions of the National Institute of Maritime Affairs (NIMA).
Chaired by Mr. Javed Anwar Shahwani, Secretary F&CDD, and Dr. Fouzia Shaheen, Chairperson Women Development Commission, the session featured detailed presentations by Dr. Kanwar Javed Iqbal and Advocate Sharafat Ali, with discussions moderated by Dr. Allaudin. Stakeholders from academia, fishing communities, and policymakers, including the DG Fisheries and Deputy Secretary, actively participated.
NIMA's input on sustainable practices, community welfare, and inclusive governance was pivotal in shaping the policy framework. The Secretary F&CDD lauded these efforts and approved the drafts, setting a strong foundation for Balochistan’s blue economy.

Mr. Rohemir Ramirez Ballagas, Foreign Affairs Officer at the US department of State met NIMA’s delegation to COP29, at the Pakistan Pavilion. He was briefed about NIMA’s research and outreach activities. Mr. Ballagas extended his office’s support in linking NIMA to relevant maritime institutes in the US, specifically working toward green shipping, green port terminals and capacity building of young researchers. The Center of Pakistan and International Relations (COPAIR) and National Institute of Maritime Affairs (NIMA) signed an MOU at the sidelines of the COP29 negotiations. Both the parties agreed to support the cause of climate change and youth capacity building through mutual cooperation and joint ventures. A two member delegation of UK High Commission, led by Deputy High Commissioner Ms. Sarah Mooney and Naval & Air Advisor Captain Iain paid a visit to NIMA(K). Cdre (R) Ovais Hyder SI(M), Director NIMA(K), welcomed the dignitaries. The visiting delegation was apprised of the research areas that NIMA is currently engaged with. The delegation emphasized that the Pakistan maritime sector carries a huge potential for development. D-NIMA apprised the delegation that there is a renewed interest at the governmental level for exploitation of maritime potential of Pakistan. Both sides agreed to the need for development of greater collaboration between the two maritime countries.

The Govt of Pak - MoMA is in the process of finalising the "PAKISTAN SHIPPING POLICY-2024." It is aimed at revitalizing the Merchant Shipping Sector by replacing the 2001 policy with a more resilient, forward-looking, and competitive policy. In this context, a
workshop to finalize the draft policy was held on Nov 13, 2024, at Islamabad, with all stakeholders.
Participants included Vice Admiral Ahmed Saeed President NIMA, Senior Research Associate Cdre Raheel Masood, and Maritime Law Coordinator Sher Afzal Khan Babar, who shared valuable inputs..
President NIMA emphasized that the proposed policy must address the cardinal aspects of security & sustainability to attract investors.

A heartfelt farewell was extended to Cdr Akhtar and Lt Cdr Ejaz by the Director NIMA(K) and all NIMA researchers at Karachi. It marks the end of their remarkable tenure as Deputy Director (Research) & Staff Officer Research respectively of NIMA-K. Under Cdr Akhtar, numerous core projects were led, including research initiatives, national and international conferences, and seminars, as well as flagship reports such as Maritime Tourism in Pakistan, Marine Pollution in Pakistan and S-III Project. Whereas Lt Cdr Ejaz also during his relatively short stint proved to be an efficient member of NIMA team through his proactive participation in various ongoing activities. The NIMA team extends their best wishes to the both of them for their future endeavors.

Colonel Yuri S. Kulikov, Air and Naval Attaché from the Embassy of the Russian Federation, visited the National Institute of Maritime Affairs (NIMA) and integrated with the NIMA team headed by President, Vice Admiral Ahmed Saeed HI(M).
The visiting delegate appreciated NIMA’s IMS-24 and the book on embracing Blue Economy. The discussions were centered around the geopolitical influences in the Indian Ocean region and the latest imperatives, i.e., emerging roles of BRICS, SCO, Ex Aman, etc. The potential areas of collaborative research between the two countries were also explored.

Mr. Wajih Ur Rehman, Research Associate at National Institute of Maritime Affairs, presented Pakistan's Ferry Safety Country Profile at the 5th ASEAN Regional Forum (ARF) Workshop on Ferry Safety in Guangzhou, China.
The aim of the presentation was to provide the status of ferry operations in Pakistan, their governance structure, and the safety practices being undertaken. The Forum provided a platform to engage with regional countries to learn from their experiences in domains of maritime governance, safety of life at sea and technological best practices.

Mr. Qaiser Ahmed Shaikh, Federal Minister for Maritime Affairs (MoMA), visited the National Institute of Maritime Affairs (NIMA). The event marked the critical importance of enhanced collaboration between MoMA and NIMA to drive Pakistan’s maritime development and unlock the potential of the country’s Blue Economy. The Minister expressed a strong desire in advancing key sectors including Aquaculture, Green Shipping, Maritime Tourism and Green Ship Recycling.
In the ensuing discussions, a need was felt to develop all-inclusive National Action Plan to harness the country’s maritime resources giving due regards to sustainability. In this regard, the Minister emphasized the value of coordinated efforts among MoMA, NIMA and other maritime stakeholders.
Reaffirming his commitment, the Federal Minister assured NIMA of his full support to achieve their objectives.

A delegation of Maritime Centre of Excellence (MCE), PNWC led by Deputy Commandant PNWC, Cdre. Ahsen Ahmed Khan paid a collaborative visit to NIMA. The other team members included Lt. Cdr. Dr. Sufian Ullah; Director Research Wing, Dr. Marriyam Siddique; Assistant Professor MCE and Ms. Javaria Shaikh; Associate Researcher, MCE. The Model United Nations Edition-VI (MUN-VI) was successfully hosted by Sanghar Cadet College from Feb 12-14, 2025. This prestigious event drew 310 delegates from six esteemed institutions: Cadet College Petaro, Cadet College Ormara, SST Public School Rashidabad, Bakhtawar Cadet College for Girls, Hayat Girls College Hyderabad, and the host institution, Cadet College Sanghar.
Vice Admiral Ahmed Saeed HI(M) graced the occasion as the Chief Guest on the closing day, Feb 14. He was received by Commodore Zeeshan Ali SI(M), Commandant/Principal of CCS. Following the guard of honour and staff introductions, the Chief Guest took a tour of the college facilities.
The Closing Ceremony of MUN-VI took place in the College Auditorium, where the Chief Guest awarded certificates and shields to the winning delegates. Karachi: NIMA-K organized and conducted a seminar on Kashmir Solidarity Day. Dr. Mah-e-Darakhsan, Principal & Associate Dean of the Humanities & Social Sciences School at Bahria University Karachi Campus (BUKC) was the chief guest for the event. Faculty members of BUKC; Sr. Associate Prof. Mr. M. Aamir Sultan and Assistant Prof. Dr. Sidra Ahmed shed light on the historical perspective and the critical issues facing IIOJK. Brig (Retd) Haris Nawaz (Former Interior Minister of Sindh) also joined the event as a guest speaker.
All the speakers highlighted the importance of this and the need to promote Kashmir issue at all international levels for the just resolution of the Kashmir issue in light of the UN Resolution. The need for Pakistan to exhibit as a right choice for the Kashmir was also emphasized.

A heartfelt farewell was extended to Cdr Mirza Arsalan Baig by Director NIMA(K) and all NIMA researchers at Karachi. He served in the Pakistan Navy for 29 remarkable years, and spent the last 8 months of his service at NIMA-K as Deputy Director (Admin). Under Cdr Arsalan, projects were led which includes research initiatives, international & national conferences, and seminars. The NIMA team extends their best wishes to him for his future endeavors.

Pakistan Navy is holding its biannual event AMAN Exercise 2025 in 7-11 Feb 25. This year the panicle of the AMAN Exercise is the holding of AMAN Dialogue 2025 in which Global Maritime Leadership, Practitioners, Academics and Industrialist will deliberate strategies to meet the common challenges in Maritime domain with the theme “Secure Seas – Prosperous Future”. The National Institute of Maritime Affairs (NIMA) being the cohost, held a curtain raiser, offering a comprehensive overview of its objectives and significance. Dr. Baber Bilal Haider, VP NIMA shared the purpose of the Dialogue and underscored the importance of holding such event.
On the occasion, NIMA unveiled AMAN Dialogue logo which depicts a new dawn of hope and collaborative progress, lighting the path toward a secure and prosperous maritime future. It also shows the importance of Navies’ crucial role in protecting sea lanes, emphasizing peaceful coexistence, healthy ecosystems & shared responsibility. The main theme of logo is to propagate necessity of fostering a secure & prosperous future. While taking the questions, Vice Admiral Ahmed Saeed, President NIMA, emphasized the importance of strengthening maritime partnerships and advancing sustainable development, while also highlighting the media's pivotal role in disseminating the Dialogue's message to broader audiences. President NIMA visited the National University of Modern Languages (NUML) in Islamabad and met with Rector Maj Gen Shahid Kiyani. As an alumnus of NUML's French Department, the President shared fond memories of his time at the university.
The meeting led to a proposal for NIMA and NUML to collaborate on promoting Pakistan's maritime potential through academic interactions. This initiative aims to raise awareness about the country's maritime opportunities and strengthen bilateral cooperation between the two institutions. To achieve this, both sides plan to develop a roadmap outlining future collaborative efforts.

A delegation headed by Ambassador Masood Khan, President of the TMUC Higher Education Group, visited NIMA. The visit was aimed to explore opportunities for mutual collaboration between TMUC's Centre of Law & Security (CLAS), other institutions, and NIMA.

10th Board of Advisors (BoA) meeting of the National Institute of Maritime Affairs (NIMA) was held at its Head Office, Islamabad. Chairman NIMA BoA, Admiral Muhammad Zakaullah NI(M), Former CNS chaired the meeting, while the board members were in attendance (in person & online).
Vice Admiral Ahmed Saeed HI(M), President NIMA welcomed the participants and shed light on NIMA’s contributions. He also gave gist of 2024 emerging trends in geopolitics, global economy and strategic maritime environment. Moreover, a snapshot of major research activities and future undertakings was also presented in the meeting by Cdre Khalid Rashid SI(M), Director NIMA (Islamabad).
Board Members gave valuable inputs on various agenda items. Detailed discussions took place on policy matters related to the maritime policy, ports & harbors, shipping, ship recycling industry, maritime tourism, offshore hydrocarbon and mineral exploration, fisheries & aquaculture, climate change, maritime pollution, biodiversity, emerging AI technologies in maritime and sustainable use of ocean resources.
In his closing remarks, the Chair expressed his gratitude for the valuable insights and suggestions shared by the distinguished participants. He shared his vision about NIMA to become a prominent maritime think tank at international level and urged all to collaborate in achieving this mission. He commended the NIMA team and researchers for their remarkable efforts and acknowledged the significant progress achieved by the institution.

A delegation from the Chinese Embassy in Islamabad visited NIMA to exchange views on ongoing research activities and explore potential areas for collaboration.
The delegation, led by Senior Captain Wan Hongjun, Naval Attaché, and Colonel Li Dawei, Secretary to the Defense Attaché, engaged in discussions focused on NMA’s research in Indian Ocean regional politics, geo-strategy and policy, maritime strategy, and related fields.

The CRIMA think tank of Minhaj University organized a seminar to commemorate the heroics of the valiant crew of Submarine Hangor during the 1971 war.
On the invitation of Prof. Dr. Sajid Mehmood Shahzad, Vice Chancellor of Minhaj University Lahore, President of NIMA was invited as the Chief Guest. While addressing the audience, he recounted the sequence of events in the 1971 war across the Eastern and Western naval theatres. He reflected on the unparalleled courage of the war heroes and the sacrifices of their families. He also highlighted defining moments, such as the unfortunate incident of Submarine Ghazi, among others. He paid a rich tribute to their everlasting legacy and emphasized the enduring lessons of resilience and bravery.
His speech inspired university students to uphold the values of patriotism, hard work, and unwavering dedication to the cause. The event rejuvenated the spirit of Hangor Day and underscored its significance in the nation’s history.

The President highlighted critical challenges, especially in the non-traditional realm; the related risks & initiatives that are shaping the region's maritime security architecture.
Various eminent speakers including Gen Z M Hayat, Lt. Gen K A Kidwai, Amb. Aizaz, & Dr. Moeed Yousuf enlightened the audience. The conference was well attended by a large number of diplomats, maritime community, academia, think tanks, & university students.

Mr. Nicolas Lambert, Head of the International Committee of the Red Cross (ICRC) Delegation in Pakistan, paid a farewell visit to Vice Admiral (Retd) Ahmed Saeed HI(M), President NIMA.
During the meeting, President NIMA thanked Mr. Lambert for his invaluable efforts in fostering a strong partnership through the MoU signed earlier this year. The collaboration between NIMA and the ICRC has significantly advanced awareness of maritime governance, legal education, and the integration of humanitarian principles to protect innocent lives and dignity at sea.
President NIMA presented Mr. Lambert with “Navigating the Legal Horizons: A Seafarer’s Handbook on Naval Operations and Law of the Sea”, authored by NIMA in collaboration with ICRC.
The farewell concluded with mutual appreciation and optimism for continued cooperation between NIMA and the ICRC.

NIMA held a special observance day to recount events leading to the separation of East Pakistan. The Researchers presented their analysis and lesson learnt. Highlighted the importance of national cohesion, political dialogue, and developing greater respect for diverse cultures & ethnicities at the national level. Despite this painful tragedy, narrated the unmatched sacrifices and dedication of the armed forces, who bravely fought even in the face of great adversity. Sea battle events of Submarine Hangor and Ghazi were recounted.
Unfortunate incident of APS was also remembered. In the end, offered Fateha for all Shuhadas.

Cdre Raheel Masood (Retired) and Commander Anees Muhammad Khan (Retired), both senior researchers of national institute of Maritime Affairs Islamabad visited Japan International Cooperation Association (JICA) on 11 Dec 24.
Matters pertaining to NIMA efforts in furthering maritime awareness particularly in the field of addressing environmental degradation in ship recycling industry in Gadani with respect to the IMO HKC 2009 implementation of safe practices and health care improvement were discussed. Further, coastal developmental projects, aquaculture and consideration of hazardous identification and disposal facilities by JICA were discussed.

Focusing on the overarching theme, "Loss of Livelihood Due to Maritime Resource Depletion " he emphasized on how the degradation of the Indus Delta has disrupted the ecosystem, leading to loss of livelihoods for communities reliant on its resources.

Director NIMA-K, along with researchers, participated in the 2nd workshop on the refurbishment of the Pakistan Shipping Policy (PSP) 2024, organized by the Ministry of Maritime Affairs (MoMA). The aim of the workshop is to replace the 2001 Merchant Marine Policy to revitalize Pakistan's shipbuilding and ship recycling sectors in line with international regulations. The new policy will also encourage shipping activities through various incentives and initiatives.
As a stakeholder, NIMA provided recommendations to help shape the policy, with a focus on maximizing the potential of Pakistan's economic growth through the shipping, shipbuilding, and ship recycling sectors and salary incentives of Pakistani-flag vessels seafarers.

Mr. Ahmed Fasih, Joint Secretary of the WTO Wing/NTTFC from the Ministry of Commerce, visited the National Institute of Maritime Affairs (NIMA) to discuss avenues
for mutual collaboration. During the meeting, matters on transit trade & transhipment policies, the development of the aquaculture in parallel with fishery sector, tariff-related issues concerning the ship recycling industry, and making comparative custom-related polices to facilitate the processing of
fish catch from international waters at Gwadar Port were deliberated. It was agreed that these matters would be further pursued in the subsequent meetings to crystalize the outcome at the government police level.

NIMA hosted a seminar on “Blue Transformation in Action – Sustainable Fisheries and Aquaculture for a Resilient Future” to mark World Fisheries Day 2024. Dr. Jamil Hasan Kazmi, Vice Chancellor, Fatimiyah International University, graced the event as Chief Guest.
The event was held at Fatima Jinnah Hall, Bahria University Karachi Campus. The seminar brought together experts, researchers, and representatives from fishing communities to discuss sustainable fishing practices, climate change challenges, ecosystem-based fisheries management, and aquaculture.

Chaired by Mr. Javed Anwar Shahwani, Secretary F&CDD, and Dr. Fouzia Shaheen, Chairperson Women Development Commission, the session featured detailed presentations by Dr. Kanwar Javed Iqbal and Advocate Sharafat Ali, with discussions moderated by Dr. Allaudin. Stakeholders from academia, fishing communities, and policymakers, including the DG Fisheries and Deputy Secretary, actively participated.
NIMA's input on sustainable practices, community welfare, and inclusive governance was pivotal in shaping the policy framework. The Secretary F&CDD lauded these efforts and approved the drafts, setting a strong foundation for Balochistan’s blue economy.

Mr. Rohemir Ramirez Ballagas, Foreign Affairs Officer at the US department of State met NIMA’s delegation to COP29, at the Pakistan Pavilion. He was briefed about NIMA’s research and outreach activities. Mr. Ballagas extended his office’s support in linking NIMA to relevant maritime institutes in the US, specifically working toward green shipping, green port terminals and capacity building of young researchers. Air Commodore (R) Tufail Ahmed and Miss Javeria Aftab from the Azeeminas Tehreek had a meeting with Mr. Kamran Hashmi (NIMA Senior Coordinator), Mr. Tariq Mahmood (Chief Coordinator Pakistan Atomic Energy Commission) and Ms. Aneela Khan (Research Associate) at the National Institute of Maritime Affairs (NIMA) on November 19, 2024, to discuss pioneering tourism and inland water transport initiatives in the picturesque Karot Valley, Kahuta Tehsil. The meeting was followed by an on-site visit on November 23, 2024, to further explore the valley's vast potential.

Norway’s Ambassador to Pakistan, H.E. Per Albert Ilsaas visited NIMA and met with Predident Vice Admiral (Retd) Ahmed Saeed HI(M). He was presented the final copy of the research study titled “Gap Analysis Study on Safe & Environmentally Sound Ship Recycling (SENSREC) Program in Pakistan.” The President appreciated the support of Royal Norwegian Embassy and Norway’s Ministry of Foreign Affairs. The Ambassador Ilsaas commended NIMA's efforts and hopped to continue collaborative engagements in the future as well.

A two member delegation of UK High Commission, led by Deputy High Commissioner Ms. Sarah Mooney and Naval & Air Advisor Captain Iain paid a visit to NIMA(K). Cdre (R) Ovais Hyder SI(M), Director NIMA(K), welcomed the dignitaries. The visiting delegation was apprised of the research areas that NIMA is currently engaged with. The delegation emphasized that the Pakistan maritime sector carries a huge potential for development. D-NIMA apprised the delegation that there is a renewed interest at the governmental level for exploitation of maritime potential of Pakistan. Both sides agreed to the need for development of greater collaboration between the two maritime countries.

The Govt of Pak - MoMA is in the process of finalising the "PAKISTAN SHIPPING POLICY-2024." It is aimed at revitalizing the Merchant Shipping Sector by replacing the 2001 policy with a more resilient, forward-looking, and competitive policy. In this context, a
workshop to finalize the draft policy was held on Nov 13, 2024, at Islamabad, with all stakeholders.
Participants included Vice Admiral Ahmed Saeed President NIMA, Senior Research Associate Cdre Raheel Masood, and Maritime Law Coordinator Sher Afzal Khan Babar, who shared valuable inputs..
President NIMA emphasized that the proposed policy must address the cardinal aspects of security & sustainability to attract investors.

A heartfelt farewell was extended to Cdr Akhtar and Lt Cdr Ejaz by the Director NIMA(K) and all NIMA researchers at Karachi. It marks the end of their remarkable tenure as Deputy Director (Research) & Staff Officer Research respectively of NIMA-K. Under Cdr Akhtar, numerous core projects were led, including research initiatives, national and international conferences, and seminars, as well as flagship reports such as Maritime Tourism in Pakistan, Marine Pollution in Pakistan and S-III Project. Whereas Lt Cdr Ejaz also during his relatively short stint proved to be an efficient member of NIMA team through his proactive participation in various ongoing activities. The NIMA team extends their best wishes to the both of them for their future endeavors.

Colonel Yuri S. Kulikov, Air and Naval Attaché from the Embassy of the Russian Federation, visited the National Institute of Maritime Affairs (NIMA) and integrated with the NIMA team headed by President, Vice Admiral Ahmed Saeed HI(M).
The visiting delegate appreciated NIMA’s IMS-24 and the book on embracing Blue Economy. The discussions were centered around the geopolitical influences in the Indian Ocean region and the latest imperatives, i.e., emerging roles of BRICS, SCO, Ex Aman, etc. The potential areas of collaborative research between the two countries were also explored.

Mr. Wajih Ur Rehman, Research Associate at National Institute of Maritime Affairs, presented Pakistan's Ferry Safety Country Profile at the 5th ASEAN Regional Forum (ARF) Workshop on Ferry Safety in Guangzhou, China.
The aim of the presentation was to provide the status of ferry operations in Pakistan, their governance structure, and the safety practices being undertaken. The Forum provided a platform to engage with regional countries to learn from their experiences in domains of maritime governance, safety of life at sea and technological best practices.

Mr. Qaiser Ahmed Shaikh, Federal Minister for Maritime Affairs (MoMA), visited the National Institute of Maritime Affairs (NIMA). The event marked the critical importance of enhanced collaboration between MoMA and NIMA to drive Pakistan’s maritime development and unlock the potential of the country’s Blue Economy. The Minister expressed a strong desire in advancing key sectors including Aquaculture, Green Shipping, Maritime Tourism and Green Ship Recycling.
In the ensuing discussions, a need was felt to develop all-inclusive National Action Plan to harness the country’s maritime resources giving due regards to sustainability. In this regard, the Minister emphasized the value of coordinated efforts among MoMA, NIMA and other maritime stakeholders.
Reaffirming his commitment, the Federal Minister assured NIMA of his full support to achieve their objectives.

A delegation of Maritime Centre of Excellence (MCE), PNWC led by Deputy Commandant PNWC, Cdre. Ahsen Ahmed Khan paid a collaborative visit to NIMA. The other team members included Lt. Cdr. Dr. Sufian Ullah; Director Research Wing, Dr. Marriyam Siddique; Assistant Professor MCE and Ms. Javaria Shaikh; Associate Researcher, MCE. Vice President NIMA, Mr. Babar Bilal Haider welcomed the delegation. Chief Guest Senator Mushahid Hussain Sayed highlighted the need to broaden national security to include human security, focusing on population welfare for a sustainable future. President NIMA recounted that it was Quaid-i-Azam M Ali Jinnah's desire to get integrated with UN bodies like ILO. Pakistan, 3 months after its creation, applied for ILO membership on Oct 31, 1947.

NIMA was invited by the International Union for Conservation of Nature (IUCN) to participate as a key stakeholder in the Validation Workshop for the Astola Island Marine Protected Area (MPA) Management Plan. Discussions were held on IMO’s call for submission of EOI for assistance in “National Action Plan for reducing GHG emissions from shipping sector” under GreenVoyage-2050 program.
